To ensure full accountability and maintain the trust of our community, Brazoria County law enforcement agencies provide public access to our active system metrics and usage standards through the Flock Safety Transparency Portal.

This portal gives citizens direct access to review how our local Automated License Plate Reader (ALPR) system operates.  We encourage our community to explore the portal to see firsthand how we use this technology responsibly, transparently, and strictly for legitimate public safety purposes.

Statement on ALPR Technology & Community Safeguards

While the Brazoria County Constable Precinct 1 Office has no Flock cameras directly in their department, we do support the responsible use of Automated License Plate Reader (ALPR) technology as an effective investigative tool that consistently aids in deterring and solving crime. We do have access to the Flock National system, including the local cameras within and around Brazoria County.  When guided by clear, comprehensive policies, ALPRs serve as a vital force multiplier, enhancing our ability to protect the residents, families, and communities we serve.

Safeguarding the integrity of this technology is a unified, county-wide priority. Constable Precinct 1 works in close partnership with all Brazoria County law enforcement agencies, including Constable Precincts 2, 3, and 4, and the Brazoria County Sheriff’s Department. By collaborating across jurisdictions, we ensure the most effective and responsible use of taxpayer dollars, while sharing a steadfast dedication to upholding the Constitution.

This technology is well-established and has been utilized effectively for many years. Long before recent public discussion, we committed to strict operational policies, comprehensive deputy training, system access controls, and continuous oversight across all our law enforcement tools.

The Brazoria County Constable Precinct 1 Office does not and will not tolerate the misuse of any public safety tools.

Working alongside our county partners, we maintain robust safeguards and accountability measures designed to ensure the transparency and integrity our community expects and deserves. These measures include:

• Routine Audits: Frequent and regular system reviews aimed at detecting and preventing improper queries.

• Strict Compliance: Full adherence to state and federal law enforcement guidelines.

• Search Justification: A mandatory requirement for specific, detailed justification prior to conducting every search.

We firmly believe that utilizing innovative law enforcement tools and safeguarding the constitutional rights of our citizens are principles that are not mutually exclusive; they must coexist. These shared countywide measures ensure our tools are used responsibly and ethically, and strictly for legitimate law enforcement purposes.
