Notice: Important Email Delivery Requirements for Vendors and Public Senders

To ensure the security of County systems and protect against phishing scams, Brazoria County employs strict email authentication standards. If you send emails to County departments or personnel, please ensure your email system is properly configured to avoid communication disruptions.

Why Your Email to the County Might Be Blocked (SPF Rejection)

When you send an email to a @brazoriacountytx.gov address, our receiving systems automatically check to verify that the message is authentic and not a malicious spoofing attempt. One of the primary security checks we use is SPF (Sender Policy Framework).

Think of an SPF record as a public guest list that your organization publishes to the internet. This list tells the world exactly which mail servers and IP addresses are authorized to send emails on behalf of your domain name (e.g., @yourcompany.com).

Your email can be rejected or sent straight to quarantine if the following occurs:

  1. You hit "Send" on an email addressed to the County.
  2. Our security system checks your domain's public "guest list" (SPF record).
  3. The system discovers that the server that actually delivered your email is not listed on your domain's approved list.
  4. Because the server is unverified, our system flags the email as a potential security risk and rejects it to prevent phishing or fraudulent activity.

This commonly happens when organizations adopt new third-party tools (such as billing systems, email marketing platforms, or customer service software) to send emails using their corporate domain name, but neglect to add those tools to their public SPF record.

How Senders Can Avoid Having Emails Blocked

If you are a vendor, contractor, or external agency communicating with Brazoria County, please share these guidelines with your IT department or email administrator to ensure reliable delivery:

  • Maintain an Accurate SPF Record: Ensure your domain's DNS TXT record is completely up to date. Every external service or server that sends email using your domain must be explicitly authorized.
  • Include Third-Party Services: If your organization uses platforms like Google Workspace, Microsoft 365, Salesforce, Mailchimp, or automated invoicing systems to email the County, make sure their specific include: statements are added to your SPF record.
  • Avoid the 10-Lookup Limit: SPF records have a strict technical limit of 10 "DNS lookups." If your record references too many nested third-party services, it will break, causing authentication checks to fail across the board. Ask your network administrator to flatten or optimize the record if necessary.
  • Implement DKIM and DMARC: Relying solely on SPF is often insufficient for modern enterprise security. We highly recommend pairing your SPF settings with DKIM (cryptographic signatures on emails) and a DMARC policy. This multi-layered approach ensures your legitimate business emails bypass strict government spam filters seamlessly.
