Housing and Community Development
The Brazoria County Housing (PHA) and Community Development Department is primarily funded by U.S. Department of Housing and Urban Development (HUD) grants. Through the Community Development Block Grant (CDBG) Program, funds are made available as grants for Public Facility and Public Service projects in Brazoria County. Through HUD's HOME Investment Partnership (HOME) Program, assistance is available to low to moderate income homeowners for housing rehabilitation and/or reconstruction; and the Department also has Utility Assistance for residents of Brazoria County through the NRG Cares Program, and local county funds.
Through the Brazoria County Housing (Public Housing Agency), eligible participants apply for and receive housing subsidy assistance in the Housing Choice Voucher (HCV) program, also known as the Section 8 Housing Program. BCPHA also administers special purpose vouchers for persons at risk of homelessness or who are homeless through the Stability Voucher (SV) program and through the Foster Youth to Independence (FYI) voucher program. SVs vouchers are limited but FYI vouchers are available for eligible youth who have aged out of foster care or who have been involved in the child welfare system. Initial eligibility for FYI is confirmed through the Texas Department of Family and Protective Services (DFPS).
